As a beginner you can use Microsoft Frontpage and try to host it in geocities.com.

After that you can learn HTML with some scripting languages like JavaScript. Now you can code the web pages yourself without using any tools.

Yeah Pakistan is facing the worst ever earthquake ... the aftershocks are still coming ... It'll take sometime to rebuild what we have lost ... but the loss of life cant be overcome.
