This is a Japanese IQ test to see how well you can think or plan ahead.

it's quite easy actually.
Realise that the thief can stay on either side of the river as long as she's all alone.
Similarly the girls (or boys, or any combination thereof) can also stay on a side of the river without parents present.

After a few false starts it wasn't so hard.
