OH GOOD! I want a web form with a blank textbox that will allow me to enter a value representing the number of minutes that my children will remain quiet from the time that I submit. Money is no issue if it works, please send me a quote.

Making people follow standards.

Oh no , there are much easier and practical ways of implementing it , I heard of a prototype sensor which will monitor driver's biological conditions if driver fells asleep while driving it will pinch him , so in simmilar line there could be a whining sensors it will pinch you if you whine continously for 5 minutes .

No, that won't work, my kids are much too smart and would figure out a work around real quick. What they would probably do is whine for 4:50, stop and then start up again. Plus, my 7 yr old would find a way of terrorizing my 4 yr old with it.

Sounds like a nasty hack, I would be considering ousourcing to foster homes.
