Unfortunately I don't know what the general availability of visual effects and post-production houses are like in India, but certainly over here in the UK we have university courses that specialise in graphics and animation, but we also have special schools specifically for visual effects training.

Another way people learn is to become a runner or come in as a render wrangler and get access to the software to use in their spare time. This has seen people move up through the ranks quite quickly too.
