wirte a file with startup disk

Hi
can anyone help me with this: i want to create a startup/bootable disk (floppy disk) and i need to write a file from that disk to local drive.
win200 prof, ntfs (this is the problem)
i need somthing like a .bat with a single command : copy source d:\documents and settings\user\desktop.
and i need to do this by pc restart.
i think i only need a bootable dos that can write to ntfs.
i hope i got my ideea.
any help is appreciate.
