Best city in Europe to work in IT

Hey guys,
I was wondering which city in Europe you think is the best to work in IT
I mean the city where is easier to find a job or start up a new business.
London or Dublin seem quite established for example, but Moscow or Prague seem more exciting with new companies springing up.
