A CMS (Content Management System) is a script that edits/builds a website in real time online hosted on the server that the site sits.

Dreamweaver, is a WYSIWYG web development studio. It allows you to build a complete website or edit any element of a website locally on your machine. You can edit a page that is live on a webserver, but the software must have a connection to it.
