Start working on DirectX SDK

Start DirectX SDK development & programming
I wish to work on video capturing device and editing program. The device company says I need to do it all using DirectX SDK and programming.
Anyone has experience working on DirectX SDK ? Can I program these things using VB ? Please help me to start on.
