But... I already tried that. It doesn't work for my sort of toolbar... since it needs to save the config onto the hard drive, etc.

I'm using Dynamic Toolbar (http://toolbar.visicommedia.com/en/) to create a IE toolbar. Unfortuantely, it only offers a web install program (not an exe creation/install program), and its been a pain...
