Error id 1030 & 1058

I am facing a problem from last 2 months that the Group Policy services of my Windows Server 2003 are disabled, it gives error id 1030 and error id 1058 in event viewer under Applications.
I can not apply group policy to any Organizational Unit and due to that i am facing so many other problems.
Please do inform me if there is any help you can provide.
