I am planning to start mail based Math assignment help services for the students up to 6-8th grade. I can’t start in big way by developing a site and paying for SEO. What would the be the effective ways to reach the needy students apart from extensive SEO?

Maybe look into buying advertising on various academic message boards and discussion forums? Maybe start offering your services in Craigslist? Put up fliers in Academic buildings? Set up a Facebook fan page?

I would suggest Craigslist. It's free to post an ad and millions of people from all age groups go there daily.

craiglist is the best way to advertise. you can also join forums from different schools to reach out from them.
