Easiest, free, best (for the money).
Visual C++ Express.
Anything better will cost money.

It depends on your choice of compilers. If you want command line compilers, you can use Borland c++ 5.5. Else, you can download visual c++.

Those are two exclusive requests -- the best compiler/IDE is not necessarily the easiest to use. If you want ease of use then you will probably have to sacrifice power.

Dev-C++ is probably the easiest IDE to use, but IMHO VC++ 2008 Express is the best.

Code::Blocks is another good choice -- also free.
I told Santa what I wanted for Christmas and he washed my mouth out with soap.
