Can you download anything now? Try the following. Not sure if it will help or not. Will not hurt though
.
1) find the ie.inf file located in Windows\Inf folder.
2) Right click the ie.inf file and click Install on the context menu.
3) Reboot the computer when the file copy process is complete.

Southern got the same problem, solved it only by cleaning out your page files and increasing the size of your temporary internet files folder.
Please note I think this is only a temporary fix, so if I were you I'd download Firefox don't import anything from IE when you install it and use that for the mo.
I reckon this is a hijack and I going Hunting he he, will keep you posted.

Please keep in mind that I am like a patient with a scalple about to perform sugery on another patient when it comes to working on this computer. If you think that cleaning out my page files and increasing the size of my temporary internet files will work please explain the procedure. Im pretty sure about increasing the size of the temp internet files but cleaning out my page files might cause me to get rid of the wrong thing if Im ignorant to the facts. I gathered from the past dealings with this problem, that the idea of fixing the problem was to empty all of my temporary files and not to increase the size of them. Like I said, I really dont know. Any help thats good help is much appreciated. Please let me know whats next,Thanks

OK then Doc, the procedure is simple
Open IE select the Tools choice from the top Bar then Internet options and then delete files, you don't need to increase the MB so leave that if your not sure...................Now once you've done that try to download somthing and post me back the results.
The idea is based on the pretty sound bases, and I ain't gonna get techy that if you ain't got room to move, throw out the trash and you should make yourself a little space. Like I said as soon as you got the space fill it with something useful like Firefox.
Because this is not a perminent fix its only temporary so you'll probably only get enough time to download firefox and Hijack, although I'm pretty convinced its not a hijack attemp now, I'm pretty sure its got to do with the new Security features in sp2 but its 230 am here in the UK so I'm not gonna find out tonight.

No offence meant to macseyco, but please do not follow his/her advice about increasing the size of your TIF cache; the smaller that folder is, the better.

Yep acknowledge that you should keep the size of your tif file as small as poss but as I've already quoted earlier I've got the same problem and in order to get around it so I could work with it I made some changes which worked....I then passed on the knowledge in-order to enable Southernneonser the ability to download hijack which seems to be of great concern within this thread.
Bear in mind that the emptying the tif file is only a temp fix as within a few hours you've got the same problem again, I purely suggested extending the size of the tif for a temp time to allow Southernneonser the time to download hijack and strongly suggest he download firefox to avoid future probs.
These are soluntions which are currently working for me on a computer experiencing the same problems. Which is why I hunted down this forum to see if anyone else had a soluntion, so forgive my lowly ranking I will endeavour to try and make myself worthy.

Here are instructions from Winferno on removing SecureIE:
"Removal of SecureIE
Please follow these instructions to fully uninstall the program completely.
To uninstall Secure IE, please follow these steps:
1. Open the CONTROL PANEL. To do this, click START, then SETTINGS, then CONTROL PANEL.
2. Double-click on the icon labeled ADD/REMOVE PROGRAMS.
3. Find SECURE IE in the list of programs. Click on it. You'll also see information such as
size, how often it's used, and a link to support.
4. Click on REMOVE. You will see a pop-up window that reads "Are you sure you want to completely
remove Secure IE and all of its components?"
5. Click YES. Secure IE, Private IE, and all associated files and folders will then be removed from your computer.
6. Make sure you complete these steps for both Secure IE 2003 and Secure IE 2004.
Next, make sure that your browser is closed and go to start/run, type in regedit. You will then have the registry editor. Proceed to back up your registry by clicking on file and export, at which time you will be prompted to save the file. Save it to your desktop by the name of "backup".
Once you are done, look for the Secure IE folder entitled "Secure IE 2004" and remove it. If you still see a folder entitled "Secure IE", remove that also.

6. Make sure you complete these steps for both Secure IE 2003 and Secure IE 2004.
Next, make sure that your browser is closed and go to start/run, type in regedit. You will then have the registry editor. Proceed to back up your registry by clicking on file and export, at which time you will be prompted to save the file. Save it to your desktop by the name of "backup".
Once you are done, look for the Secure IE folder entitled "Secure IE 2004" and remove it. If you still see a folder entitled "Secure IE", remove that also.

I have been working late nights and haven't had a chance to get on my computer. I removed Secre IE from my computer. i also removed al of the things requested and nothing seems to help. My computer worked fine with all of these things on it. SecureIE is the only thing that started acting weird. I am led to believe that it has to be some kind of security measure thats preventing the downloads. Mabe Spybots search and Destroy, or Spyblaster or mabe even the microsoft firewall may be causing the problem. If anyone has any ideas please let me know. I have done about all I know to do except call someone out and pay big bucks.
