Help how do I allow a user to disable firewall

I am using windows xp pro and setup two acounts one for me and one for the rest of the house
I have the admin rights the other account is limited like I want
but I need to give the others privileges to disable norton personal firewall I have tried all kinds of settings in GPEDIT.MSC & and mmc and I can not figure it out any tips would be greatly appreciated

Are you able to take norton out of their start-up folders? Or did you want them to do this selectively only?
