Web browsing javascript problems

Newbie here,

First of all, hi to everyone

I've been scouring the net trying to find answers to problems I've been having with browsing, and I do hope the answers are here...

I can't seem to adjust my system correctly so that I'm able to view all web pages that have javascript. I use latest version of Opera and IE 5.5. I constantly get messages that say you need to have javascript enabled to view this web page. I also have Norton Internet Security 2005 installed, and I use a low fee proxy subscription service. The proxy subscription service has its own setting to either enable or disable javascript which I enable. My current security settings in my IE browser are:

active scripting enabled
allow paste operations via script enabled
scripting of java applets disabled

Can somebody tell me why or have any ideas why I can't view? Thanks for any info on this. It's very much appreciated.
