NO DIAL TONE (Ports missing in device manager)

Hello,
My friend can not get dial tone. I went into the device manager in XP to check if the com port was enabled. I opened the device manager and found that PORTS was not on the list. Could that be the problem? If so what should I do to get her dial tone. Oh yeah, the phone line is good. Thank you, John
