Mad Dog FX5500 Quandry

So when I boot up my computer, my 128 mb Mad Dog Dominator card's fan goes nuts and spins super fast, making quite a loud and annoying noise. It speeds up and slows down seemingly at random, though never going to an acceptable level, amd then goes away after 10 minutes or so. The proc seems really hot on it, but I'm only running the SA forums, some web pages and possibly iTunes at the same time on an AMD 3000+ chip with a gig of RAM. Mad Dog shipped me a new fan today, and I installed it, but it hasn't helped at all.

The case is well ventilated, and I even removed the damn side to see if it would help. Any ideas?

Some silent case cooling maybe.

Extractor Fans?

Nividia FX5700 256mb
1GB RAM
2 x Sata Hard Discs (120 + 160gb)
Intel P4 3.20E 1mb cache
