how can i give uniform line spacing for <fo:block>

hi
i want to display line number and a content if i use <fo:block> i am getting like this

1."Participant" shall mean fgdfgdf gdfgd fdfgdfg, whose current
address is malborough.64564656.
2."Alternate Payee" shall mean fgdfg dfgdf fgdfg, whose current
address is sdfsfsdfdfsdfsdf 645645.

i have given 1.5 line spacing for both line number and for a <fo:block>
but i want in this way

1."Participant" shall mean fgdfgdf gdfgd fdfgdfg, whose current

2. address is malborough.64564656.

3."Alternate Payee" shall mean fgdfg dfgdf fgdfg, whose current

4. address is sdfsfsdfdfsdfsdf 645645.

what i did is divided the <fo:block> content into substrings, but now because of substring length restriction word is cutting in the middle like this

1."Participant" shall mean fgdfgdf gdfgd fdfgdfg, who

2.se current address is sdfsfsdfdfsdfsdf 645645.

here the problem is still i have space to put remaining word in "Whose" but because of substring restriction it is cutting in the middle.can any body have any idea about this.

or if have any idea how to break a line
