In my opinion java looks to be the simplest language to write a browser in - but that's if you already know java. I've seen other examples using MFC and win32 applications. In fact you could probably write a browser in most of the popular languages.
However, those examples are far from complete. And there is all those other niggling things to worry about, like supporting javascript, css based technology, plugins.
In short it's not simple.
