No, not really.
Safari stores it's cached files in ~/Librar/Caches/Safari/ and then in subfolders that are numbers 00, 01, 02, 03, etc, and then in further subfolders with similar numbering schemes. Inside THOSE subfolders are numbered cache files that are binary data.
You can try and open them with Safari, but you won't seem much.. assuming you can open them at all.
