I have successfully floated an iframe over a flash mov in Dreamweaver. The ifram in fact scrolls like I want it to but the scroll bars appear under the flash mov. While floating completely over I don't see them but can use them! If I float over the edge of the Flash movie I can then see the scroll bars. What gives? Am I asking for headaches by trying to use iframes over a flash mov?

I am not sure if this is your problem, but there is a 'feature' in internet explorer: special objects, like iframes, select boxes, appear in a different 'layer' to other objects.
It seems strange for the scroll bars to go under anything... but what you could try is setting the z-index on the iframe and on the flash object.
Really this sounds quite obscure!
