Is there a way to verify whether a computer has USB 2.0 ports without plugging in USB 2.0 devices?

Look for a USB 2.0/Hi-Speed sticker next to the port or on the case.

Look in the device manager and under universal serial bus controllers. If you find a device that says enhanced host controller you have usb2. If you do not see this you do not have it.
