You would probably get a better response from the freelance sites, here at daniWeb if you were to take your project, which is very large in scope, and break it down into deliverable milestones. The way it stands it's not easiest project to bid on.

By doing this you can get an apples to apples comparison for cost and timelines.

I would suggest creating between 6 to 8 milestones.
For example

Portals (all the different portals for your site)
File Upload / Download
Communications (Blogs, forums, email, groups, chat etc..)
Music and multimedia (video games, flash, torrents, music players, videos etc..)
Commerce (Online store for your goods to sell)
Site search
Link exchange

Then organize all your different items under these categories. I counted 56 items that need to be finished before your project is completed. Each one of these items can range in price from $622 to $1030 in price. Source: elance.com

At the low end of the price spectrum your looking at around 35k and at the high end around 57k.

Outlining your project milestones eliminates surprises for both you and the freelancer greatly increasing the success rate of your project especially for a project as large as yours. Hope this helps.
