i KNOW THIS SOUNDS A LITTLE DUMB, BUT DOES ONE NEED A SUSCRIBED PHONE SERVICE INORDER TO USE A DIALUP INTERNET SERVICE?

You need to be able to make outgoing calls on the telephone service that you wish to use, to control your dialup..
So in simple, yes. If you can't make outgoing calls, you can't dial your ISP.
