There are a couple of SOAP classes written in PHP:

From PEAR: http://pear.php.net/package/SOAP/
NuSOAP: http://dietrich.ganx4.com/nusoap/
PHPSOAP: http://phpsoaptoolkit.sourceforge.net/phpsoap/

You can also use the built in SOAP function's in PHP, there require an extension and I believe PHP5. I'd believe it would be faster than the PHP SOAP classes.

I have absolutely zero SOAP experience but was able to use NuSOAP with the Google API awhile back with no problem. It was very straight forward.
