solution1: Rename your current profile as "old" and This could be done only in admin mode but do these by logging to other's profile which has admin rights by going to the "C:\docand settings".
Now start the application, it will works.
Solution2: open java control panel available in control panel. GO to "network settings" tab. select radio button "Direct connections tab " and enter proxy you are using.
It seems me second working. so, try second and then first.
