Is it possible to have scrolling images without scripting (by using html only)?

Marquee should do what you want.

HTML and CSS Syntax (Toggle Plain Text)

Marquee is a nonstandard IE extension to HTML. It is not universally available, and it is deprecated.
Daylight-saving time uses more gasoline
