I'm developing an app with another programmer, both of us are very mobile, I have a Testing a Development Server to add the DB we are building against and we would each pertain a local copy of the source code. How can it be possible to use VSS to synchronize our files to the changes we each make on our local source code??

What you are asking - what you described is vss sole purpose - one of you two lock file and the second one works with vss version. When are all changes done file is put back and you will see it as soon as you reopen the project od run getlatestversion on file(s) selected.
