"All Users" Desktop shortcuts missing

I did a repair install on a pc with Windows XP professional. Before I did it all the shortcuts were on the desktop and in the All Users desktop folder and working normal. After I completed the repair the shortcuts were not on the desktop but still present in the folder? Has anyone ever run into this issue?
