Which one of these hard drives are faster?

Hey guys,

Looking to upgrade my hard drive, and not sure which of these two is faster-

This 10,000rpm Western Digital

or

This HP 15,000rpm


What affects performance most? For example, does the 15k rpm designation mean that it can physically locate (access) any given file quicker than a 10k rpm drive? And what about read/write times- is a higher cache and a SATA interface better for actually transferring the data?

I'm constantly uploading/downloading/installing/copying/transferring stuff, so reading and transferring data quickly is top priority for me...
