just wanting to know how to implement any background like a picture or something into python programs, i think i can only use .bmp but yeah

you need to create a GUI for your program.
Most common choices for this are:
1- Tkinter (already included in pyton and -from my point of view- the simplest but also worst looking)
2- wxPython
3- PyQt
4- PyGTK
Here you can download an issue of The Python Papers and read an article comparing the four GUI
