I am looking for some helpful information!

I am currently recruiting for a computer software engineer who is willing to work in the Northern New Jersey area. I am having a hard time sourcing a candidate because the job requires a US citizen with extensive IP networking skills as well as C, C++, and Java experience. Could someone point me in the right direction as to where to find such a candidate?
