i plan to learn php, i want to know from where to start as version, IDE, server installation and whatever required for a true start. i also want to know how php is similar to asp.net and how it is not.

Download xampp or wamp. They are free, small downloads, that require no to minimum configuration changes.

IDE: Eclipse
Server: Apache, PHP, MySQL. Try xampp or wamp as buddylee17 suggested.
