Hi, my name is Jason, and I have a problem I hope somebody can solve.
I recently bought a Belkin G+ Router, because my cousin wants to take her laptop(HP Pavillion/Vista) around the house, and so I can play my 360 on Live whenever I want. Here is a Picture of how its set up.

The weird thing is, is it says that there is an Excellent Signal Strength, but it doesnt work...
Also, yes I did everything correctly, and I turned off my firewall. Any help is greatly appreciated.

The problem isn't your computer, it's the routers set-up. It has an excelent signal to the local network, but the network is not connecting to the internet. Restart your router, then your modem, then your router again. That should connect you to the internet.
