MYSQL SERVER!!!! does not log in

I'm a nubbie network administrator in my office, a couple of guys installed a mysql server, deployed a database(along with it) and also an application program that accesses data from the mysql server. I can ,using sqlog, log using a specific username, pwd, port number, servername(here i use localhost) . and i can see the data in my database. But trying to log on to the same db, using the same information is impossible. It throws some kind of exception, I know the application works, cause i have seen it run on other pc. But i'm thinking something is wrong with the connection made! how do i install the whole thing again, the mysql server and create the connection?? please help
I'm running it windows XP.

i am figuring its because it has ip restrictions to connect to the server from other machines, take a look at the grant syntax
