Make it subquery like below:

 MS SQL Syntax (Toggle Plain Text) 
SELECT [Year], [Month], sum([Benefits Rating]) AS [Benefits Rating], sum([Facilities Rating]) AS [Facilities Rating]
  FROM (...... your origin query ......) X
  GROUP BY [Year], [Month]
select [Year], [Month], sum([Benefits Rating]) as [Benefits Rating], sum([Facilities Rating]) as [Facilities Rating]
  from (...... your origin query ......) X
  group by [Year], [Month]
