Best mouse over image scrolling

What is the best way to do mouse over image scrolling?

First off, I am not a professional web developer. I develop and maintain my company website that was originally done using FrontPage and now I plan to revamp it using Expression Web 2. I can do this, no problem, but there is something I'm not sure how to do.

I want to have a line of thumbnails that will scroll to right and left on mouse over and have a large image box that will show the thumbnail mouse-over or mouse-click image.

I would like to know what the best way of accomplishing this would be. I have found some tutorials doing this with JavaScript. Is this the best method or are there better ways?

I'm not sure about the scrolling from left to right thing, but without a doubt this is THE way to pop up images for a larger view:

Just what we don't need. Use scroll BUTTONS. Make a nice page, not cute tricks that annoy.
Daylight-saving time uses more gasoline
