I would say check out theadminzone like mentioned above. A great skin for your community wouldn't go a miss, there are plenty of decent skinners out there but it might set you back abit.

Once you have a nice skin then i suggest inviting your friends to join and try and create a small group of active posters, don't bother wasting your money with impressions on websites just yet. I would suggest joining other communities and asking for reviews or including a link in your signiture to get some exposure.

As has been pointed out already, TAZ is an excellent resource for community administrators of all software platforms.

Also, it's a really good idea to tell people what your site is about...if you had a banner/box/something explaining to a visitor what your Site offers, what its Mission is..they would possibly be more inclined to sign up.
