Go thru the "Search Engine Optimization" category first. There are many threads that will give you a fair idea about it.
Seo can be done by any one but to do a proper SEO needs lots of R&D and proper plan and knowledge of search engines.

You can go for free blogs with free domain and free hosting but you'll have no control like your own, also with blogspot or wordpress.com you're branding others domain name rather than yours.
