I think one should have to follow these:
1. Involved yourlself with the subject of software (project).
2. Time management
3. Record data, information, questionarries
4. Document project profile.
5. Identify inputs & outputs
6. Design database schema.

How about generating an unique id based on finger print and voter id ?
