i just had to clean this today.. malware bytes takes care of it. what you need to do is to log into safemode and delete the windows police folder from program files. then install and run malwarebytes several times to clean the infection. i havent found any residual effects from it yet.. will keep you posted.. it seems from the research i have done it is new.

Other observations with this malware (or one looking just like it)
EXE files are vectored through something identifying as desote.exe; removing that file completely breaks the EXE handling vector. Cannot get into regedit in any fashion. A process called svchasts.exe was running; deleted it from task manager and it has not come back.
We may have a doorstop if I can't work out a way to reassociate EXE files to work, as I can't find the original XP CD on this box.
OOPS - responded without checking the tail end of the thread. Will start a new one.

NB: do remember I did advise to wait for feedback on legitimacy of posted site, as had not had the time to check up on the site and didn't want the OP bricking his system... I have taken advice on board
