what do these tags stand for?
 
Hello friends,

Can you please tell me what is the significance of following tags in HTML/JSPs

1) <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN">

2) <meta http-equiv="Content-Type" content="text/html; charset=UTF-8">
<META HTTP-EQUIV="Pragma" CONTENT="no-cache">
<META HTTP-EQUIV="Expires" CONTENT="0">
