-cant open control panel and explorer closes automatically
 

actually the problem with my system is that i suspect there is some spyware. i use a windows xpsp1 and a norton antivirus 2007 .

the problem is that the control panel is missing and whenever i tried typing control.exe all it says is "this operation has been cancelled due to restrictions in effect on this computer.please contact your system administrator".i'm the system administrator.

and also i tried gpedit and its already in not configured mode[prohibit access...].
also previously all the explorers multiplied all by themselves now it stopped.the screen flickers for a moment and evrything goes blank for a second or two and then the privacy options slider slides down to accept all cookies.
also the windows explorer closes automatically after sometime after opening any page
the system is also running slow no hardware problems are there.
recently i installed uniblue registry booster 2. it helped me delete the bot.exe and jupss.exe files.a full system scan with norton showed no viruses. also something is taking up a lot of space in c drive which keeps showing low disk space all the time.control panel is running when i try it in safe mode[press F8].but in the normal mode its not.i had a folder options problem too but i used the fixes to get it back.
