Flash - Side Scrolling Photo Gallery?
 

I saw one of these and looked very effective and professional.

I have been doing research and four methods have come up:
- Flash
- Javascript
- CSS
- PHP

So which to use and why?

and

If so how do I make one? Any tutorials?

Use all. All are building blocks of making a complete site, among which CSS is damn necessary. JavaScript is also very useful tool. To make a dynamic site, err I mean one with database access, server side processing and all learn PHP. Flash if used properly will make your page very interactive.
