Ie7 tools and internet explorer
 

Yes I have a problem with IE7 and Internet Tools, I run Windows XP PRO and Spybot and AVG.
My problem is since installing Spybot after my Hard-Drive was repaired it has blocked my Tools on toolbar and Internet Options on Control Panel, when I click tools it comes up as a blue box and disappears and my Internet Options will not appear at all.
Also sometimes my System Restore does not work either.

I would be grateful for any solutions.
