anti virus not running!

hi all,
i have stuck repairing my computer kaspersky anti virus is not running and task manager is disabled and i am unable to download any other anti virus, IE browser is not opening, uanble to scan online virus scanner also so, i cannot post any log files,any one please help me

Open Device Manager and on the VIEW Tab, select the Show hidden
devices option.
Go down to non plug and play drivers and see if there is one called
TDSSserv and disable it.

Reboot if found and try again to do a logfile.
