What is the right place for promoting my brand new framework?

HI.
I want to share my brand new JS-framework. Powerful, concise, fast, crossbrowser (pure W3C DOM, no any browser-specific mess)
Where should I start to promote it? It is free, but not open-source.
If I mention its home here, will it violate the rules? http://dapmx.org
