T720 And Express Network Speed

I have been using the t720 and express network for over a year and seems to work great. However, receintly my connection speed shown for the network connection changes from sign-on to sign-on.
Sometimes at 230 and at other time 28.8. I am not using moble web interface. (some software problem) so I dial directly from network connection. Any advice?
