Error while declaring Crystal Report Object

How can I access Crystal report9 in VB .Net 2003. Is there any class or library which I've to import, or it is not possible to make report by using Crystal report9 in VB .Net 2003 version.
Whenever I make CR9 object it gives an error.
Dim Report as New CrystalReport1
I've added all refrences of CR9.

On the file menu click:

-> Project -> Add new Item

(Cathegory: Local Project Items Template: Crystal Report)
