Visual Basic and Unicode
 
Can programs written in Visual Basic be designed such that they can read and write Unicode Files?

Reading / writing files should work without real limitations. Problem might be controls (like textbox et. al). But file I/O should be no problem.

Yes you can do this. We have a demo application that uses our UniToolbox control suite to read and write UniCode files. See the demo apps here and scroll down about half way:
